How can we ensure the ethical use of ChatGPT and prevent it from being misused for malicious purposes such as spreading disinformation or manipulating public opinion? Can regulatory measures be put in place to minimize the potential harm caused by AI-powered chatbots?

Not sure we can really, any more than we can stop guns from killing people or calculators from letting people cheat on their taxes. In the end, it's the people creating the AI, pulling the trigger, or cheating on their taxes that will need to be reigned in with tougher punishments that make the crime not worth doing.
