This may not be a bug, rather than a feature that advertisers have been toying with for quite some time. And it's happening on other platforms and streaming channels as well.
Disney Open to Running More Spanish-Language Ads on English-Language TV

When Verizon wanted to speak to viewers of the recent (2019) Oscars broadcast in Spanish, ABC had to change its rules to make it happen. Now the Disney-owned network (ABC) is willing to do it again...

“The older generation still consumes media in-language, but when you are talking about millennials and Gen-Z people, they are definitely more culturally fluid,” says Diego Scotti, Verizon’s chief marketing officer, in an interview. “They move in and out of different groups. They identify with more than one culture.”

Madison Avenue has in recent years broadened the content of its commercials to match changing U.S. demographics...

Most TV networks will consider running ads in different languages, according to people familiar with their policies. NBCUniversal and Viacom, for example, evaluate commercials on a case-by-case basis. Fox Broadcasting does the same, along with whether to require the use of subtitles.
There are some settings you can check on your Roku.

From the Roku Home Screen go to Settings/System/Language and a sub-menu will open to let you select your preferred language.

What if your Roku is showing the menus in a Language you don't understand?

If the Roku menus are in Japanese, Greek, or another language you can't decipher, then let's try Plan B.

PLAN B:

1. On your Roku Remote press the Home button and then press the up arrow button.
2. The Settings be shown and it does not matter which language is showing on your Roku. Just click on OK to select it.
3. Press the up arrow once again to open the Roku System options menu. Press OK again.
4. Now press the down arrow (2X) two times and then click OK.
5. The Language options screen will now be open. The first language shown should be English. Highlight it and press OK.
